In 2005-07, white Americans made up 66.5% of the city's total population. Non-Hispanic whites accounted for 62.4%, while blacks accounted for 13.9%. Asian Americans and Pacific Islander Americans made up less than one percent of the city's total population. There were also people of other races, including a couple of Asians and one Native American.

The state capital of Minnesota, Saint Paul is the seat of Ramsey County and the fourth congressional district. It is home to the Minnesota State Capitol, as well as the Minnesota Governor's residence. The DFL has controlled the district since 1949. Other elected officials are found in the city, including Amy Klobuchar, the former Hennepin County Attorney, and Tina Smith, the former Lieutenant Governor of Minnesota.
