Bexar City was founded in 1824. The population was initially large, reaching 100 people in 1896, but declined over time. As the city continued to grow, it became more diverse in its economic base. Its population was primarily composed of Mexican and European immigrants, while about half was of African descent. Bexar City was the second largest city in Texas. It was home to a number of prominent universities and colleges, as well as a large military presence.

During the Mexican War, the population of Bexar City and county plummeted. By 1820, there were only 2,000 people living in the city. There were slightly more women than men, and several hundred more lived on outlying ranches. By the 1830s, the population began to increase slightly, but dwindled as more residents moved out to farms. By the early 2000s, however, the city's population reached its highest point, reaching nearly 400,000.

The first Anglo-American settlers arrived in Texas in 1821. The first city was named after them, San Fernando de Bexar. In 1824, the Mexican territory of Coahuila was merged with Texas and Bexar. The Department of Bexar was established with a political chief for the Texas portion of the state. By the mid-1730s, the total population of the city had grown to 900 people. There were 300 Spanish and 600 Indian converts in the city. By the time of the Texas Revolution, the population was still predominately Mexican.

Bexar County allocated a portion of its funds to rehousing homeless residents. During the program year 2019 (Program Year), Bexar County received more than $3 million for community development activities. Bexar County will receive $652,665 in HOME Investment Partnerships Program funds and $202,772 in Emergency Solutions Grants. The Community Development Block Grant program provides flexible resources for unique community development needs.
