Livermore City's General Plan outlines policies that promote a consolidated pattern of urbanization, multi-modal transportation, and a variety of housing types in the Planning Area. Policies to achieve these goals are outlined in the General Plan's Land Use Element. The Circulation Element includes policies for planning Complete Streets, which promote multi-modal transportation. Policies also coordinate the regional transportation system.

The population of Livermore City is estimated at 158,600 as of the 2010 census. In addition, the city has a large number of businesses and institutions. Livermore is the home of the Lawrence Livermore National Laboratory (LLNL), a federally funded laboratory that was established in 1942. In the 1950s, the city was also home to the Livermore Carnegie Library and Park, one of the five landmarks on the National Register of Historic Places.

Despite the city's growth issues, this ordinance is not a perfect solution. Although the purpose of the ordinance is to restrict residential building permits, the city offers no evidence of a housing shortage. Furthermore, the city does not have a plan to correct municipal services. The ordinance, as amended, does not allow nonresidents to live in the city, which violates article I of the California constitution.
