Before the 1960s, Deep Deuce was a vibrant neighborhood. This area was largely populated by African-American residents. However, racial segregation and efforts to limit the black presence in the area led to its eventual renaming as Deep Deuce. In response to this, the black community organized to resist the project. They gathered together and began circulating petitions.

In the 1970s, the University Health System began encroaching on the neighborhood. In honor of the eugenicist Harvey E. Jordan, Pinn Hall was built on the land. It originally had been known as Canada, and Black families from the antebellum period settled it. However, after the 1970s, the University Health System acquired properties in the area and began razing them for the development of medical facilities and parking lots.
