In 1995, the Rosedale Neighborhood Improvement District commissioned a consultant to study the area and recommend rezoning. The plan included a planned office park and garden homes. The project was opposed by the City Council, which voted 5-0 against the petition. Although Rosedale's population has steadily increased over the years, there have been many disputes about the zoning. The CDP encompasses seven square miles (18 km2), and three-quarters of the population lives in apartments.

North Rosedale was developed after the Glen Road bridge was constructed in 1909. Although the development of the community was slow, it was completed mostly by 1930. In 1884, Scottish Highland shareholders registered the Rosedale Park subdivision plan. Eventually, streets were named after some of the development principles, and prominent citizens of the region. In the summer of 1884, the Toronto Argonauts played in Rosedale.

The city of Rosedale is located in Queens, and is part of Community Board 13 in the borough of Queens. This neighborhood is connected to numerous roads within Queens, including Merrick Boulevard and Sunrise Highway. The 105th Precinct of the New York City Police Department patrols the area. The neighborhood's schools are a significant part of its history, as it was once home to many families.
