The city is situated on the shores of Boston Bay and has a rich history in the shoemaking industry. Two of the most famous companies in Whitman are Bostonian Shoe and Regal Shoe. Despite its small size, Whitman used to be home to more than 20 shoe factories, some of which are still in operation, but have since been converted into condominiums. The community's ethnicity is very diverse, with people from Asia and Oceania making up a majority of the population.

In the 1970s, the community was threatened with demolition when the Whitman housing authority decided to resume construction. The local liberal mayors, however, did not realize the extent of the resentment and repression that permeated the neighborhood. When Multicon began construction in the city again, Rizzo sued the company and began contacting the Nixon White House. The Nixon administration, however, was divided on integration. Nonetheless, HUD secretary George Romney backed integration, and Whitman Park was born.
