Barrie's downtown development was shaped by a series of fires. The city was considered one of the best burning towns in Canada, and many of the wooden buildings in the city center were at risk. The worst fire, which destroyed twenty-five businesses, took place in 1991. The city experienced rapid growth during the 1990s, and the population tripled in just 25 years. Now, there is an abundance of new residential developments in the city.

This organization was mandated by Congress, and the director, James G. Banks, hired welfare mothers, street "dudes," and former felons to help with city government projects. These activists turned out to be militants in the city. They eventually gained power, and in 1978, Barry became the first Black mayor in a large city.
