The city of Novinger is located in northeast Missouri. It is one of the oldest towns in the region. Its early history was shaped by floods from the Chariton River. The city was flooded in the 1950s when the U.S. Army Corps of Engineers channeled the river. Heavy rains, however, caused flash floods to back up into the city. Many people were thrown out of their homes and businesses. Other areas of the city were devastated, including the historic 1800s log homestead and the Novinger Community Center.

Currently, the population of Novinger City is around 431 people. Although the number of people has decreased since the coal boom, the city still has a strong business sector, with two beauty salons, two construction companies, a farm supply store, a heating & cooling repair company, and a cattle auction service.
