The population and steets of Brownville City are listed on the Plat of 1867. The Plat shows that there were two districts in the city: Brownville and Dillontown. Both districts were developed on the same gridiron plan, but the former was altered in 1883. The latter retained its original design, and it can be easily distinguished from Brownville within the district. The southern boundary of the district was designated as Victory Drive.

The city's boundaries first extended from Anderson to Estill Avenue, which is now Victory Drive. By 1886, new wards were created and Dillontown was absorbed. Although the city's boundaries changed, the original gridiron pattern of streets and squares remained. A census in 1910 showed that 36% of the population of Brownville lived below the federal poverty line. The city's population doubled in 20 years from eight5,000 to seventeen thousand. The city's population is expected to grow by a further 10,000 by 2030.

The results of the study indicated that pregnant women living in Brownsville City were at risk for elevated levels of PAHs. These exposures are associated with adverse outcomes, and future studies should investigate the exposures of the poorest segment of the city's population.
