When looking at a map of Chadwicks City, one of the first questions that comes to mind is, "What is the Population and Steets?". However, there are more than a few things to consider. For starters, there are several different neighborhoods in the area. While a majority of these neighborhoods are very small in size, the rest of the city has a high density of people. This means that the city is not only densely populated but also extremely affordable.

When it comes to sanitary administration, the Whig government made sweeping changes. In 1851, the Public Health Act made it possible for towns to implement sanitary measures without the approval of parliamentary committees, and the Metropolitan Commission of Sewers Act created a single body to manage the sewers of greater London. These changes meant that Chadwick was the only paid commissioner on both boards and de facto director of both. The combined positions gave him the power he wanted, and it gave him the ability to implement a sweeping sanitation program.
