Norfolk, Virginia has long been a strategic military and transportation point, and its extensive network of bridges, tunnels, and highways link it to surrounding cities. During the colonial period, the city was divided into four jurisdictions, and the newly formed House of Burgesses brought these four groups together to form a representative government.
