It is important to note that the city has a very high rate of earthquakes, significantly above the Illinois state average and about 50% higher than the national average. Other hazards and natural disasters in the area are hurricanes, winter storms, windstorms, and flooding. While these factors may be a concern to residents, the positives outweigh the negatives.

The proposed development project substantially conforms to the Community Plan. It will provide additional housing and commercial development for the community and will match the Community Plan's Regional Commercial land use designation. The project includes two residential buildings that continue a prominent pattern of multi-family development along Cedros Avenue. The commercial spaces would be focused along the established Roscoe Boulevard commercial corridor, adjacent to the Panorama Mall, and the Van Nuys Boulevard transit corridor.

The project entails the construction of new concrete sidewalks and integral curbs. It also requires the installation of two-foot-wide center gutters in both the commercial and residential portions of the site. The project will also include landscaping and will eliminate the need for a central parking structure. Parking will be provided in screened podium parking levels and internal surface parking lots. In total, the project requires the demolition of four buildings.
