The city grew slowly, but it eventually became incorporated by a special act of the Indiana legislature on January 21, 1850. The first elected mayor was George Caruthers, Sr.; he was followed by J. S. Campbell, James M. Randall, and William H. Coats. The first council meeting was held on May 15, 1851, and the voting results were announced the next day. The first two council members, Francis Walker and James M. Randall, were both elected at a special election, and two of them were Shelbyville residents.
