The population of The Hills City, South Carolina is estimated to be 1008 people, or 394 households and 244 families. The population density was 752.4 people per square mile, and the housing density was 375.4 people per square mile. The city's population was primarily white, with 82.9% being white, 9.6% African American, and 10.4% being from two or more races. The median age of the city's population was 35 years old. The city's gender ratio was 51.2% male, 48.7% female.

The Hills City incorporates a Mayor-Council style of government. Council members are elected to two-year terms and serve on one of the two wards.
