In 1881, Jonathan Stout recorded the townsite of what is now known as Seaview City. He began selling lots there in October of that year for $100. The average cost of a cottage was between $200 and $300, so a fifty-foot-by-one-foot home in Seaview was an affordable option. The houses were board-and-batten on the outside, but had no interior plasterwork or insulation. Seaview is one of the few Pacific County communities to have had any development in the era before the Panic of 1893.

One of the unique features of this Seaview neighborhood is the high percentage of people with college degrees. Over 76% of people in the neighborhood have a four-year degree. This rate is significantly higher than the national average of 32.9%. Likewise, the area has a higher percentage of residents with lebanese ancestry than any other neighborhood in the country. Despite the overwhelmingly diverse neighborhoods in this city, many residents have a Lebanese heritage.
