The city was initially incorporated as a school district in 1944, but the boundaries of the city were not final until King County pushed the boundary north to N 145th Street in 1962. This allowed for a gradual growth of the city. However, because of its lack of a central business district, the city has only limited participation in county government. In 1987, the City Council formed a committee to explore the possibility of incorporation and hoped to keep the existing fire and sewer districts. The committee failed to gain the required support.
