This small community was established by E.V. Babcock, a lumber baron from Pennsylvania, who purchased 156,000 acres. He began logging bald cypress and Florida longleaf yellow pine. The town was originally called Rouxville. A town commissary served as the town's headquarters, a barbershop and a doctor who doubled as a doctor. A railroad also ran through the town.

This land is privately owned, but the city could use as much as 44,318 residents. The city would fit 30 Wal-Mart Supercenters and five schools in Charlotte County. The county commissioners are scheduled to vote on the issue on Tuesday. The city's water supply is unknown, and critics fear that the town will interfere with the natural environment and ruin state-preserved lands.
