Before the city was incorporated, there were several large communities in the area. One of them was Jasper, located near the Hixson community. Another was Turkey Foot, a village near Booker T. Washington State Park. Then there was Shot Hollow, which was located off Oakwood Drive and Black Belt on Tyner-Harrison Road. Hornville was another village in the area that was later known as East Dale. The city also included Sunnyside, Ridgeside/Rogers Road, and Pleasant Gardens Cemetery.

A number of Afro-Americans lived in the area. In the early 20th century, there was a large concentration of Afro-Americans in the Blue Goose Hollow, Tannery Flats, and College Hill (Westside). The area around Brabson Hill and the Fort Wood area became a major enclave for these populations. Other black neighborhoods included Bushtown and Orchard Knotham.

After the Civil War, the city was relatively free from racial violence. However, it was not immune to riots. Between 1-3 May 1866, 46 blacks and two whites were killed and 75 others were wounded in the riots. Five black women were raped in the midst of the riots. White firemen and policemen were blamed for the riots, which were a result of an invasion of the black shantytown near Fort Pickering.
