Toccoa Falls City, Georgia is a small city with a population of 8,328 people. It is in Stephens County and is the county seat. The population of Toccoa was estimated to be 8,300 people in 2020. Originally, it was a part of Habersham County. However, the city's residents felt that they had to travel too far to get to the county seat, so they asked for a separate county. In 1906, Stephens County was established, and the county seat was moved to Toccoa.

Toccoa is home to Toccoa Falls College and is part of Toccoa County. The city is known for its beautiful natural surroundings, including the nearby Great Falls National Park and Lake Toccoa. There are several historical buildings in Toccoa, but few are on the National Register. The city's downtown area was renovated in 2008 and boasts an impressive array of arts, culture, and architecture.
