The City was planned to cost over 25 million USD. It was funded by the Dia Art Foundation and the Lannan Foundation and has since received additional funds from Heizer and others. Currently, the City is not open to the public because Heizer is working on it with an approximately 12 person team. However, the artist has promised that the City will be open by 2020. The city is made of various materials, including sand, rocks, and concrete. The project is organized into phases, each with their own substructures.
