Scotland Neck is a small town in Halifax County, North Carolina. The town was first settled by Scots Highlanders in 1722. The name 'Scotland Neck' was first given to the region around the neck of the Roanoke River. In 1867, the town incorporated, creating spacious avenues and a tree-lined median along Main Street. Agriculture and low-cost manufacturing dominated the area during the city's first century. In 1890, the Halifax County Hosiery Mill began manufacturing hosiery and underwear. The mill remained open until 1996.

In the late 1990s, Scotland Neck experienced a period of political turmoil and shifting mayoral leadership. The town lost its main source of revenue, FulFlex, which was the local rubber manufacturing plant. This resulted in the loss of 250 jobs. However, the library project was a major boon to the town.
