The population of Saint Clairsvle City is relatively even, and is comprised of people of various ages and genders. While the median age of the residents is 49.7 years, there are still a few young people around. Twenty-four percent of the residents are under the age of eighteen. Another twenty-two percent of the population is between the ages of 25 and 44, while thirty-six percent are 65 years old or older. The gender make-up of the population is almost equal, with roughly four hundred males to every hundred females.

The City's Planning and Zoning Administrator, Tom Murphy, is responsible for guiding the U.S. Census Bureau as it conducts a decennial population count in the City. He worked closely with Census Bureau staff during the 2009 and 2010 decennial censuses, and is working with them again in early 2019. To remain a city, St. Clairsville must have at least five thousand residents. If it fails to meet that threshold, it will lose its city status. Mayor Terry Pugh is hoping that the annexation of the Senior Suites area will attract more residents. In addition, the proposed Daelim PTTGC ethane cracker plant may bring additional manufacturing and residents.
