Cotulla is a city in north Texas that is 27 miles from Encinal. The town is located on U.S. Interstate Highway 35. It was settled by a Polish immigrant who staked out vast tracts of land in La Salle County. He then moved his family there in 1870. The railroad stopped in Cotulla, and there were few homes built on it. Early settlers lived in one or two-room lean-tos.

The population of Cotulla is 4,162 residents, which is relatively small for a city of this size. Young adults make up the majority of the population, which makes economic conditions tougher. A typical Cotulla family has 3.4 people. The city is home to a large number of military veterans. The median home value is $91,300, and the home appreciation over the past 10 years is 4.9%.

The population of Cotulla increased dramatically since the 2010 census. It is now home to the world's largest sand fracking operation. In 2013, the city collected nearly $3 million in sales taxes. There are currently sixteen hotels in Cotulla, and seven more are under construction. Its 7 percent hotel tax is an effective way to attract tourists. The city is also looking to build a Wal-Mart and an H-E-B.

When electricity came to Cotulla, the Central Power and Light Company started to serve the city. Until that point, Hispanic women were forced to heat their irons on wood burning stoves. Fortunately, there was one exception to this rule, as they had more than one iron. By the mid-fifties, the electricity in Cotulla city enabled the residents to do their laundry at home in the evening.
