In the Philippines, a city's population is based on its geographical location. Naga City, officially known as the City of Naga, is a fifth-class component city on the island of Luzon. It is home to 133,184 people. Its boundaries include the town of Minglanilla to the north, the city of Toledo to the west, and the Cebu Strait on the east.

The city is primarily Christian, although there are a few minority groups. There are several churches. The main street, Magsaysay Avenue, runs from Bagumbayan Avenue into the Magsaysay district. The Magsaysay district contains a number of hotels, motels, and restaurants. Many fast food chains are located here. The city hall and provincial capitol are both located in this district. Nearby are several provincial offices.

The Kaantabay sa Kauswagan program was instituted to empower slum dwellers and squatters. Squatters make up about 25 percent of Naga City's population, and live in 21 urban barangays. So far, the program has resettled 2,017 families to relocation sites, secured homelots for 789 squatter families, and upgraded 27 urban poor communities.
