There are four main census divisions in the city. One is Laredo County. The county seat is Zapata. It has no municipal government, but four elected county commissioners serve the area. Zapata was named for Jose Antonio de Zapata, the founder of the Republic of the Rio Grande. Before the completion of the Falcon Dam, the city was relocated to higher ground. This left the town center below the lake.

The city is home to 1,574 households. Forty-one percent of households were headed by a married couple, while thirty-one percent were headed by a single individual. There were also 13.6% of non-families, and 18.2% of all households were headed by an individual. Another 11.4% of households were headed by senior citizens. The median household size was 3.07 people and a family size of 3.50.
