The population of Hiltons City is diverse. A majority of the population is white, and just a small minority of residents are African American. One percent of the population is Native American. Another one percent is Asian, and two percent are Pacific Islander. One in seven households is not a family. Two in ten are comprised of single people, and six percent are senior citizens. The average household size is two people, and the city is home to a wide array of ethnicities.

The city has a population of about 5,886 as of the 2010 census. It was named for the Rev. Charles A. Hilton, who helped found the shipyard in the area. The community celebrated its apple-growing heritage each fall, and over 100 garage sales are held annually. It hosts a fireman's carnival each September, and it is the site of a yearly parade and car show.

The area is home to a small movie theater, but no restaurants are within walking distance. Nearby shops include stores selling used books, fur coats, and shoe repairs. While residents predict a quiet residential environment, merchants have other plans for the area. They hope to attract more people and businesses to the area. The Hilton population is projected to grow, but only if the city invests in it.

The city's zoning laws have allowed for more uses than Ghent. Norfolk officials give credit to the business community for being flexible enough to adapt. The development of Ghent occurred without the assistance of city incentives, so its geographic area is larger than that of Hilton. In addition, Ghent has a mix of old and new townhouses, providing a ready market for businesses on Warwick Street and Colley Avenue. Nonetheless, many merchants in Hilton would like to see more activity on Warwick and Colley Avenue.
