The first railroad arrived in 1873, and Pine Bluff became the third largest city in Arkansas by 1890. It broadcast Arkansas' first VHF signal in December 1953, and a few months earlier, the state received its first UHF transmission. In 1959, Richard Anderson announced the opening of a kraft paper mill north of the city. The area was initially known as Rock Ranch, and railroad officials named it after the nearby bluffs. The city experiences a semi-arid climate. There are two banks in the city. The most common ones are Farmers State Bank and Points West Community Bank.
